All meters, regulators, service connections, and other equipment furnished by the gas department shall be and remain the property of the gas department.
Each customer shall provide a place for, and exercise proper care to protect the property of the gas department on its premises. In the event of loss or damage to the gas department property arising from the neglect of a customer to care for same, the cost of necessary repairs or replacement shall be paid by the customer.
