Any person who violates or fails to comply with or who aids or abets in the violation of any provision of this chapter shall be guilty of a misdemeanor and upon conviction shall be fined under the general penalty clause of this code. In addition, said person shall also be liable for expenses incurred by the electric department as a result of repairing, fixing, replacing, or whatever is necessary to return its system to original status quo as a result of said violation. This section shall not apply for non-payment of bills.
