19-115. Standby and resale service.
   All purchased electric service (other than emergency or standby service) used on the premises of the customer shall be supplied exclusively by the electric department, and the customer shall not, directly or indirectly, sell, sublet, assign, or otherwise dispose of the electric service or any part thereof.
