Be it further enacted, That municipal elections shall be conducted by the regular election authorities for Putnam County who shall also have power to make such regulations not inconsistent with this charter. The term "qualified elector" as used in this charter shall mean a citizen having the qualifications required by law to vote in the city who is at the time registered to vote.
