The electric department's identified employees shall have access to the customer's premises at all reasonable times for the purpose of reading meters, testing, repairing, removing, or exchanging any or all equipment belonging to the electric department. Installed meter bases shall be located in such a manner that the electric department has complete accessibility to the meters at all times. If a meter is inaccessible for reading, the usage will be estimated. A $10.00 service charge will be added to the customer's bill if a second trip is required, due to prior inaccessibility, to read or test a meter. All plans to modify the premises and/or structures thereon shall contain provisions to relocate the meter base, if necessary, in order to preserve the accessibility. If, in the event relocation of the meter base is not feasible, a remote metering circuit may be installed at the discretion of the electric department. The cost of the remote metering circuit shall be borne by the customer on a cash or an investment basis of one and one-half percent (l½%) per month of the installation expense.
