SECTION 8.04. Other Laws and Ordinances May Apply.
   Be it further enacted, That the council by ordinance may elect to operate any utility under the provisions of any other general law of the state instead of under the provisions of this Act. The provisions of any other general law relating to a utility, not inconsistent with the provision of this Act, may also be adopted by the council for a utility operated under this Act. The council may adopt ordinances providing for the times and manner of billing and collecting charges for utility services, the conditions of services to customers, and other phases of operation and management of any utility, not inconsistent with this Act, other general laws, or any contract, on the recommendation of the board or commission in charge thereof, or of the city manager if the utility is operated as a department of the city; or the council may delegate such authority to the board or commission in charge of a utility.
