These rules and regulations shall apply to all customers receiving water and/or sewer service from the department whether the service is based upon contract, agreement, signed application or otherwise. The rules and regulations set forth in this chapter shall be and are a part of each and every agreement, contract, or arrangement whereby water and/or sewer service is furnished to customers by the department, and all customers are required to be governed by the rules and regulations as herein set out. A copy of these provisions shall be kept open to inspection at the office of the City Clerk of Cookeville, Tennessee.
