The price for water to utility districts and municipalities shall be the price specified in a written contract between the department and the utility district or municipality. Any water taken in excess of the quantity specified in the contract shall be billed at the then effective outside rate applicable to all outside customers, provided however, the city may, at its discretion, adjust all or any part of this over-run charge if the over-run was caused by a verifiable line break.
