Connections to the city water system for the purpose of providing fire protection shall be made by the department. The customer shall pay the department the total cost of materials, labor and overhead to provide the connection at the customer's property line.
The estimated cost of making the connection shall be paid prior to the connection being made. After the actual cost of the connection is determined, the customer shall be refunded any over-payment they may have made or shall be billed for any under-payment.
