18-103. Unauthorized water taps.
   It shall be unlawful for any person, firm, or corporation engaged in the plumbing business to tap or cut any water main, water pipe, or sewer line belonging to the department, Tennessee, or to tap or cut any water main, water pipe, or sewer line over which the department exercises control.
