Each prospective customer desiring water service from the Cookeville Department of Water Quality Control shall make application at the city hall in Cookeville, Tennessee, stating the type of service desired, size of connection desired, and that the applicant agrees to comply with all ordinances of the City of Cookeville regulating water and sewer service. In the event the applicant is entitled to water service in accordance with the rules and regulations established by the department, the department shall make necessary arrangements to furnish these services at the point of delivery hereinafter defined.
