The following regulations governing refuse collection shall apply to each owner, occupant, tenant, sub-tenant, lessee, or others using or occupying any building, house, structure, or grounds within the corporate limits of the City of Cookeville where refuse materials or substances as defined in this chapter accumulate or are likely to accumulate.
