16-509. Supervision.
   The director shall from time to time inspect all excavations and tunnels being made in or under any street, alley, or other public property in the city and see to the enforcement of the provisions of this chapter.
   Notice shall be given to the director at least ten (10) hours before the work of refilling any such excavation or tunnel commences.
