The following definitions shall apply throughout this chapter:
(1) "City clerk." The City Clerk of the City of Cookeville.
(2) "City manager." The City Manager of the City of Cookeville.
(3) "Director." The Director of the Cookeville Public Works Department, or his designate.
(4) "Excavation." Shall include any excavation, cut, tunnel, bore or similar activity which disturbs or has the potential to disturb any street, alley or other public property.
(5) "Permittee." The person, firm, corporation, association, utility district, or others specified on a permit for the excavation of a street, alley or other public property.
