Upon receipt of a request for the closure or closure and abandonment of a street or right-of-way, or any part thereof, the planning department shall notify all applicable city departments, including fire, police, public works, water quality control, gas and electric departments. Comments shall be received from these departments prior to the planning department submitting the request to the planning commission for review.
