If a violator of the restrictions on stopping, standing, or parking under the traffic laws or ordinances does not appear in response to a traffic citation affixed to such motor vehicle at the time and place specified by officer issuing such citation the city court clerk shall send to the owner of the motor vehicle to which the traffic citation was affixed a letter reminding him or her of his or her prima facie responsibility for the violation and warning him that in the event the parking fine is not paid and the new court date set forth in the letter is disregarded a warrant will be secured.
