It is hereby declared to be the intention of the City Council of the City of Cookeville that the sections, paragraphs, sentences, clauses, and phrases of this chapter are severable, and if any phrase, clause, sentence, paragraph or section of this title shall be declared unconstitutional or illegal by the valid judgement or decree of any court of competent jurisdiction, such unconstitutionality or illegality shall not affect any of the remaining phrases, clauses, sentences, paragraphs and sections of this chapter since the same would have been enacted by the City Council of the City of Cookeville without incorporation in this chapter of any such unconstitutional or illegal phrase, clause, sentence, paragraph or section.
