The well driller or any other person who fails to comply with these rules and regulations or the rules and regulations promulgated hereunder may be subject to a fine of a minimum of twenty-five dollars ($25.00) per day or a maximum of fifty dollars ($50.00) per day and each day such violation of these rules and regulations occur shall constitute a separate offense
