SECTION 5.12. When Property Taxes Due and Payable; Penalty and Interest.
   Be it further enacted, That the date or dates on which property taxes shall be due and payable shall be fixed by ordinance. Unless otherwise provided by ordinance such taxes, if unpaid, shall become delinquent thirty (30) days after the due date. Delinquent taxes shall be subject to penalty and interest; the rate of said penalty and interest, and the proration of said interest shall be fixed by ordinance. On and after the date when property taxes become delinquent the tax books in the department of finance shall have the force and effect of a judgment of a court of record. The council by ordinance may provide for semiannual installments, and if the first installment becomes due before the tax levy is complete it shall be one half of the prior year's tax and the remainder of the current year's tax as computed shall be paid in the second installment. Each installment shall become delinquent and subject to the penalty and interest provided in this section thirty (30) days after its due date. [As amended by Priv. Acts 1983, ch. 71]
