Be it further enacted, That if the city elects to do so, all property within the city subject to taxation, except the property of public service companies assessed by a state agency, shall be assessed by a city assessor, appointed by the city manager, and the assessor's office shall be located in the department of finance. All other applicable provisions of this article shall govern the making of such assessments.
