SECTION 5.04. City May Use County Assessment or Make Assessment.
   Be it further enacted, That the council by ordinance may elect to use the county assessment of all taxable property within the city, including property subject to the merchants ad valorem tax, to establish a base for its tax levy, or the council may provide for an independent city assessment.
