Nothing in this chapter shall prevent the City of Cookeville from undertaking a public works project to improve the natural storm water drainage system when it is determined by the Cookeville City Council that such project will prevent a threat or menace to life, property, public health, and public welfare of the community in order to prevent the serious consequences of flooding.
