If the owner or owners of the premises fail or refuse to comply with the order issued by the public works department within the time period specified by the letter of notification, the director of public works or his duly authorized representatives may enter onto such premises and take the corrective action specified in the letter of notification so that the obstruction, alteration, hinderance, or impediment to the natural storm water drainage system identified by said letter is removed or abated.
