SECTION 4.21. Bid Records to be Preserved.
   Be it further enacted, That all bids taken under the requirements for competitive bidding in this Act and ordinances, and other documents pertaining to the awards of contracts on such bids, shall be preserved for a period of five (5) years and shall be available for public inspection during regular business hours.
