Be it further enacted, That no purchase or contract shall be made unless the director of finance shall certify that the amount of the proposed purchase or contract is covered by an unencumbered balance of an approved allotment, and the appropriate allotment shall be encumbered immediately for the amount of any purchase or contract, except that emergency expenditures may be approved by the council as provided in Section 4.08.
