Be it further enacted, That the city manager, or an employee designated by him, shall act as city purchasing agent. The purchasing agent shall make all purchases and contracts for all departments and agencies of the city, subject to the provisions of this Act and ordinances consistent with this Act, except materials, supplies, and equipment used only in the public schools, which may be purchased by the school superintendent; other exceptions may be made by ordinance if recommended in writing by the city manager.
