Every owner or occupant of a house trailer and/or mobile home and office trailer shall not remove the trailer and/or mobile home to any other location within the corporate limits of the City of Cookeville, Tennessee, nor can a new or used house trailer and/or mobile home be substituted on the lot or plot of ground without obtaining a permit in accordance with the requirements of this chapter.
