SECTION 4.12. Budgetary Reports to Council.
   Be it further enacted, That at the end of each month the city manager shall submit a detailed budget report to the council, showing estimated and actual revenues, expenditures, and encumbrances for that month, and for the fiscal year to the end of that month, as well as the amount encumbered and expended in excess of any of the itemized estimates of expenditures supporting the appropriations.
