13-204. Failure to comply with an order to correct a violation.
   If the owner or owners of the premises fail or refuse to comply with the order issued by the codes department within the time period specified by the letter of notification, as provided herein, such failure or refusal shall be deemed a violation of the provisions of this chapter and said owner or owners shall be subject to the penalties herein provided.
