Be it further enacted, That at the time of receiving the budgets and related proposed ordinances from the city manager, the council shall fix a time and place for a public hearing thereon and a notice thereof shall be published at least once in the official city newspaper at least ten (10) days in advance of the date of the hearing. The hearing shall be held before the council at the stated time and place, at which all persons present shall be given an opportunity to be heard.
