Be it further enacted, That the city manager shall have reproduced a sufficient number of copies of his budget message for distribution to any person desiring a copy. A sufficient number of copies of the budgets in full and his budget message shall be prepared so that one copy may be filed with the city clerk or recorder as a public record for public inspection and so that one copy will be provided for each councilman.
