When it shall be determined by the city manager, or persons designated by him, that any owner, lessee, occupier, or person having control of property has violated any of the provisions of § 13-101 of this code, he shall give notice to such person to immediately remedy the prohibited condition; and in the event such person shall fail or refuse to do so within ten (10) days after such notice, this failure or refusal shall be deemed an unlawful act and upon conviction thereof such person shall be punished by a penalty not to exceed fifty dollars ($50.00). The imposition of such penalty shall not excuse the violation or permit it to continue. All responsible persons shall be required to correct or remedy such violations or defects within a reasonable time and, unless otherwise specifically provided, each ten (10) days that prohibited conditions are maintained shall constitute a separate offense.
