Be it further enacted, That on or before a date fixed by the council but prior to the beginning of the ensuing fiscal year, the city manager shall submit to the council separate proposed annual budgets for (a) the general operation of the city government, including the public schools if there is a separate city school system, hereinafter referred to as the general budget, (b) each utility hereinafter preferred to as a utility budget, (e) the municipal hospital and related facilities, (d) capital improvements and public works, hereinafter referred to as the capital improvement budget, and (e) any other fund of the city; all of which are hereinafter collectively referred to as budgets. The head of each department and agency and any boards or commissions of the city shall file with the city manager, at such time and in such form and degree of itemization as the city manager may prescribe, any information and data that he may require for preparation of such budgets.
