12-401. Definitions.
   As used in this chapter, the word "person" means and includes natural persons, firms, partnerships, and corporations.
   The word "consumer," as used in this chapter, means any person or persons, firm, partnership, or corporation purchasing natural gas from the Cookeville Gas Department, regardless of the use which such person or persons, firm, or corporation makes of the gas purchased.
