12-304. Electricians' helpers.
   Anyone holding a license or permit to do electrical work as outlined above may employ helpers or beginners to work under his direct supervision. This does not permit a helper to do the work alone and shall not apply unless the licensed electrician is really doing the work and is using such helper for assistance only.
