Any costs incurred in enforcing the building code adopted herein shall be assessed against the owner of the premises involved, plus a 10% penalty which shall be added thereto; and such cost and penalty shall be placed upon the tax rolls of the city and thereupon become a lien upon the property and shall be collected in the same manner as the city taxes are collected.
