11-101. Certain offenses declared to be misdemeanors.
   When the performance of any act is prohibited by ordinance or state statute and no penalty, punishment, or forfeiture for the violation of such ordinance or statute is imposed, the doing of such act is hereby declared to be a misdemeanor.
