It shall be unlawful for any person to knowingly or negligently permit any dog or cat owned by him/her or under his/her control to run at large within the corporate limits. All owners of dogs and cats shall be responsible for the immediate removal and disposal of animal feces deposited on property other than their own (i.e., pooper-scoopers, or pick-up bags). Animal feces deposited on the property of the owner of the dog or cat shall be removed and disposed of in a timely manner.
