The license fee for carrying on the business, trade, occupation, or profession of "labor organizer and promoter," or "labor solicitor," as herein defined and classified, shall be twenty-five dollars ($25.00) for the period of time between the date of issuance of said license and twelve o'clock P.M. on the 30th day of April succeeding the date of its issue.
All sums received as fees for licenses issued hereunder shall be placed in the general fund of the city and used in payment of general operating expenses of the city.
