Officers of the police department or such officers as are assigned by the chief of police are hereby authorized to direct all traffic by voice, hand, or signal; provided that in order to expedite traffic movement, or to safeguard pedestrians, or in the event of an emergency officers of the police department may direct vehicles and pedestrians as conditions may require.
No person shall willfully fail or refuse to comply with any lawful order or direction of any police officer so vested by law with said authority.
Any person violating any of the provisions of this ordinance shall be deemed guilty of a misdemeanor.
