No dead-end streets or proposed dead-end streets shall be accepted by the town as part of its municipal streets, unless the streets shall have cul-de-sacs at the end thereof, and the cul-de-sac shall have a radius of 40 feet, measuring from the center of the street to the outside edge or curbing, it being the full intention of this section that the cul-de-sac shall have a diameter of 80 feet.
