No person shall throw or place any filth or timber, boxes or other nuisance in any street or water drain of the town under the penalty of a fine of $5, to be collected by law, except when the person or persons are building or repairing and, in that case, all filth, trash and timber shall be removed within 20 days after the building or repairing is completed.
