§ 52.06  SAMPLING AND MONITORING.
   (A)   Right of entry. Whenever it shall be necessary for the purposes of this chapter and upon presentation of proper credentials and identification, local government personnel shall be permitted to enter upon any property of wastewater disposal system users for the purpose of inspection, observation, measurement, sampling or testing in the area of control and/or sampling facility. Any person completing and filing an application to discharge wastewater under § 52.05 above shall thereby grant the local government permission to enter his or her premises for those purposes. Where a user has security measures in force which would require proper identification and clearance before entry into their premises, the user shall make necessary arrangements with their security guards so that upon presentation of suitable identification, local government personnel will be permitted to enter, without delay, for the purposes of performing their specific responsibilities.
   (B)   Compliance determination. Compliance determinations with respect to § 52.04 prohibitions and limitations shall be made on the basis of composite samples of wastewater. Composite samples may be taken over a 24-hour period, or over a longer time span, as determined necessary by the Superintendent to meet the needs of specific circumstances.
   (C)   Analysis of industrial wastewaters. All measurements, tests and analyses of the characteristics or properties of waters and wastes to which reference is made in this chapter shall be made in accordance with Standard Methods, herein defined, and shall be performed by a qualified laboratory.
   (D)   Sampling frequency. Sampling of industrial wastewater for the purpose of compliance determination with respect to § 52.04 prohibitions and limitations will be done at intervals as the Superintendent may designate. However, it is the intention of the local government to conduct compliance sampling or to cause the sampling to be conducted for all significant industrial users at least twice in every one-year period.
