(A) The municipal water system of the town shall be under the general control and supervision of the Board of Commissioners, and the system shall be regulated and operated as the Board of Commissioners shall from time to time direct.
(B) The regulations and rules that may be adopted by the Board of Commissioners and recorded in the minutes of a regularly constituted or special meeting of the Board of Commissioners shall have the force and effect of law as if incorporated in this chapter.
(C) The Board of Commissioners shall appoint a qualified person to supervise the operation and regulation of the water system under the direction of the Board of Commissioners. The Board of Commissioners may assign the duties of supervising the town water system to an employee of the town in addition to other duties.
