(A) A large number of dogs and cats cause noise, foul smell, and create unsanitary conditions. It shall be unlawful for any person within the corporate limits to keep more than four dogs or cats older than nine months.
(B) Hospitals, clinics, pet shops, pet groomers and other entities operated by licensed veterinarians for the care and treatment of animals or for the sale of pets are exempt from the provisions of this section.
