The County Humane Officer is hereby authorized and encouraged to assist the Police Department in carrying out the provisions of this section, and to enforce the same within the jurisdiction of the town, and in doing so, the rules and regulations of the County Humane Department hereby are adopted and in effect within the jurisdiction of the town for the purposes of enforcing and administering the provisions of this section. Where there is conflict between this section and the rules and regulations of the County Humane Department, the provisions of this section shall control within the corporate limits of the town.
