The Mayor, by and with the advice and consent of the Board, shall appoint the following Commissioners, whose duties shall be to act under instructions of the full Board in a supervisory capacity over the respective departments of the municipal government from the membership of the Board:
(A) Commissioner of Town Preservation;
(B) Commissioner of Cemetery;
(C) Commissioner of Public Safety;
(D) Public Works Director; and
(E) Commissioner of Streets.
