§ 31.12  IN CASE OF ABSENCE OR DISABILITY OF CHAIRPERSON.
   In case of the absence or disability of the Mayor, the Mayor Pro-Tem of the Town Council, or other person as may be designated by the Town Council, shall have an exercise all of the powers herein given the Mayor.
