(A) Any person who violates any provision of this chapter for which no penalty is provided shall be subject to the terms of § 10.99.
(B) No arrest or charge is permitted hereunder unless the circumstances establish probable cause to believe that the person intended to violate one or more of the provisions of G.S. Chapter 90, Art. 5. A violation of this division (B) shall subject the offender to the penalties set forth in § 10.99.
