Nothing in this chapter shall apply to any motor vehicle which:
(A) Is located at a bona fide “automobile graveyard” or “junkyard” as defined by G.S. § 136-143;
(B) Is housed in an enclosed building;
(C) Is on the premises of a business enterprise being operated in a lawful place and manner if the vehicle is necessary to the operation of the enterprise;
(D) Is a wrecked vehicle to be repaired or restored and is located on the premises of a commercial garage or repair business, provided that the grass around the vehicle remains cut and the grounds remain in a presentable order; or
(E) Is located in a storage place or area maintained by the town.
